Safety inspection in metallurgical material industry


Metallurgical material industry refers to the enterprises engaged in ironmaking, steelmaking, steel rolling and ferroalloy production activities. It is one of the important basic industries of China's national economy. Because the metallurgical industry has the characteristics of complex production process, high temperature, high pressure, many hazardous factors such as toxic, harmful, flammable and explosive, and high management risk, it is prone to major safety production accidents. In order to further strengthen the supervision and management of safety production in the metallurgical industry and facilitate the comparison and inspection, I summarized some key points of safety supervision in the metallurgical industry and studied and discussed with you.

1、 Basic management:

(1) Whether the safety production responsibility system, safety production management system and safety operation procedures are sound and implemented;

(2) Whether the safety facilities and occupational hazard protection facilities of new, reconstructed and expanded projects are implemented in strict accordance with the provisions of "three Simultaneities", and whether they comply with the provisions of relevant safety production laws, regulations, rules, national standards or industrial standards;

(3) Whether the setting of work safety management organization and the number of work safety management personnel meet the specified requirements;

(4) Whether the withdrawal, management and use of safety expenses comply with the regulations;

(5) Whether all employees of the enterprise are trained, and whether the main person in charge, safety production management personnel and special operation personnel work with certificates;

(6) Whether the safety production management agreement is signed with the outsourcing construction unit, whether the safety production responsibilities of both parties are clarified, whether the safety production work of the project contractor is brought into the unified management of the enterprise, and whether the labor workers are regarded as the formal employees of the unit for safety management;

(7) Whether employees are equipped with labor protection articles that meet national and industrial standards;

(8) Whether occupational hazard prevention and occupational health monitoring are carried out;

(9) Whether special plans and corresponding safety measures have been formulated for maintenance operations, whether the approval system has been strictly implemented for hot work and effective safety precautions have been taken, and whether the relevant records are complete.

(10) Whether various hazard sources are identified and managed at different levels, whether major hazard sources are registered, filed and tested regularly, and whether they are reported to the safety supervision department for the record;

(11) Whether an emergency rescue organization is established, an emergency plan is formulated, emergency rescue equipment and equipment are equipped, and emergency drills are carried out regularly.

2、 Site safety:

(1) Whether the metal smelting equipment, auxiliary devices and safety facilities meet the requirements of national standards or industrial standards;

(2) Metallurgical enterprises that produce, supply and use gas shall strictly implement the gas safety regulations for industrial enterprises (gb6222-2005), establish and improve the gas safety management system and implement relevant requirements;

(3) Gas hazardous areas, including areas prone to gas leakage such as blast furnace tuyere and above platform, converter tuyere and above platform, upper part of gas holder piston, sintering igniter and hot blast stove, heating furnace, tubular furnace, gas boiler and other burners, as well as closed or semi closed spaces such as coke oven basement, pressurization station building and fan room, Fixed carbon monoxide monitoring and alarm device shall be set;

(4) The gas facilities to be overhauled include gas compressor, extractor, blower, bag filter, gas residual pressure generator set (TRT), electric tar precipitator, gas holder, desulfurization tower, benzene washing tower, gas heater, gas purifier, etc. reliable isolation devices must be used for gas input and output pipelines.

(5) The gas pipeline and equipment shall maintain stable operation. When the pressure is lower than 500 PA, pressure maintaining measures must be taken.

(6) The transformation and construction of gas equipment and facilities must be carried out by qualified design units and construction units; All new gas equipment or auxiliary devices must be demonstrated for safety conditions.

(7) Operators engaged in gas production, storage, transportation, use, maintenance and repair must receive special safety technical training and pass the examination, and can work only with special operation certificate;

(8) Whether fire prevention and explosion-proof measures are taken in the place where oxygen is transported and used, and there are no anti asphyxiation measures in nitrogen and argon workplaces;

(9) Whether special equipment such as lifting and hoisting meet the requirements of relevant safety technical standards, whether regular inspection and inspection are carried out, and whether illegal production, lifting and vehicle transportation are carried out;

(10) Whether there is a crowded activity place within the influence range of the lifting of molten iron tank and molten steel tank.

3、 Hidden danger rectification:

(1) Whether the rectification and troubleshooting system for potential safety hazards has been established;

(2) Whether the hidden dangers and problems found in the inspection are registered and filed;

(3) Whether the situation and causes of potential safety hazards can be clarified, and timely organize rectification;

(4) Whether the "five implementation" of hidden danger rectification (responsibility, measures, funds, time limit and plan) can be achieved.
